Özet: The local development approach requires action within common strategies and plans with stakeholders participating in the local development process using the resources available in the local area effectively and efficiently. The actors involved in the process of achieving local development need to establish common local goals and provide coordination in achieving these goals. Local development actors create local investment synergies as stakeholders who increase entrepreneurship, pave the way for investments, reduce or prevent unemployment, plan and evaluate local physical, economic and social resources in the development process. The aim of this study is to uncover the impact of local development actors on development, in which the structure and emergence of these actors who develop a culture of participation and democracy in the process of making local decisions is discussed. In this context, literature review, literature and visual resources were examined.
