Özet: There are many management-oriented concepts that affect the public administration system of many states in the world. It is necessary to prevent the use of these concepts without knowing what they mean and to draw attention to the importance of public administration. In this context, bureaucracy, oligarchy and bureaucratic oligarchy are important concepts to be addressed. Oligarchy means a privileged and self-interested group that possesses political power. It is envisaged as an inevitable end that imposes the bureaucratic structures of the states. This dimension of the oligarchy encountered state administrations to the phenomenon of bureaucratic oligarchy. The bureaucratic oligarchy is a threat that negatively affects the governance systems of states.
