Özet: Abstract This study deals with the life of Kürtzade Mehmet Sıtkı Otluoğlu, who worked as a mufti in the province of Düzce between 1932-1951 and who had significant knowledge and experience since he lived in the Ottoman and Republican periods. Thus, the aim is to determine the ways which the madrasa trained mufti followed in administration, religion and religious education in Turkey, which with the establishment of the republic had entered into a new process in political, sociocultural, legal and educational policies. The study is comprised of three sections except the conclusion. The problem statement, the subject, the aim, the importance and the method of the study are given in the first section; the life, education and personality of the Kürtzade are revealed in the second section, and the understanding of education and teaching is covered in the third section.
