Özet: All knowledge-power systems bring their own settlement systems with them. The settlement system in global knowledge-power is re-problematized and put into the "truth game" again. The environment is changing now. This article modern-change in how the global knowledge-power system consists of rural settlements in Turkey, rationalization formats ranging knowledge-power, rural spaces and spatial dimension of existence conditions are discussed. The rules governing the distribution of the practice is the subject of Turkey's rural population movements promised to solve the knot. Population movements in global knowledge-power to beat the Turkey's settlement system of the modern knowledge-power; From 1980 to 2009, it is examined at the district level in ten-year periods, and the population changes in rural settlements are presented with maps. In this study, in Turkey's rural areas instead of inside information theory perspective in the analysis of population changes occurring, Michel Foucault power relations refers to the method developed by outside. In this study, the population of Turkey motion practice; How it is "accumulated", how we come from "accumulation areas" (from the campuses of the center) to "accumulation points" (central localities), how we arrived at istanbul dispositif, the rural space of this practice is the main problem of this study.
