Özet: Considering the commercial blocks in the world, the SME phenomenon emerges as the cornerstone of all economies. In this context, the SME policies to be implemented by the countries, the problems and the creation of solutions for these problems are a priority for the national economies. The aim of this study is to analyze the program based on the statistics of SMEs using the financial components of the COSME program and to reveal how SMEs will benefit more from this program. In this study, by making use of the reports published by the European Union and the European Commission, the support for SMEs' access to finance and the COSME program designed by the commission are examined. In this study, the content analysis method was used while examining the statistical data. The sample of the study consists of countries that benefit from the COSME program. As a result of this study, it has been revealed which activities should be carried out by SMEs using the access to finance instruments of the COSME program in order to gain more benefit from the program.
