Özet: Disasters are often seen as natural phenomena by societies, but they can also occur as human-induced technology or violent events. Chemical, biological, radiological and nuclear disasters are evaluated within this scope. Although such disasters have not been experienced extensively in our country yet, it can be said that this threat increases day by day especially considering the investments made in the nuclear field and the war and terror incidents on our south-eastern border. In this context, it can be said that it is necessary to create an integrated disaster management system that includes the activity information that needs to be done before, during and after the disaster in a large scale. Some critical decisions, especially in the event of a disaster, are crucial to life and this requires that the decision process be fast and effective. In such cases, decision support systems can contribute to disaster management process and quick decisions by collecting, organizing, analyzing and reporting data for experts. Therefore, it is aimed to present a decision support system proposal that can support CBRN disaster managers (CBRN experts of Disaster and Emergency Department). In order to reach the decision support system to be presented, rapid application development methodology has been used and a model proposal including the software prototype has been reached at each stage. The model includes logical design and fully non-functional prototypes.
