Özet: There are two ways of constitutionally stopping the functioning of Grand National Assembly of Turkey (GNAT) and these are adjournment andrecess. The upper limits of adjournment and recess are fifteen days andthree months, respectively. Nevertheless, the GNAT has developed two traditions that can be collected under the title of “open-close”, which may cause these limits to be exceeded over time. The recently emerging “Covid 19 Pandemic” forced the GNAT to stop its work, and the GNAT added new practices to these traditions. However, the GNAT has adopted the principle of parliamentary continuity and these traditions and practices undermine this principle. The article aims to evaluate these traditions and new practices in the light of continuity and discontinuity principles.
