Özet: In this article, primarily, the concept of underdevelopment is focussed, the leading domestic and foreign sources of this regard have been identified. Then the studies in these resources are examined, especially the more recent studies that considered the main and sub-dated issues are emphasized. Also the criteria to measure the level of underdevelopment have been examined in detailed.Especially useful information for integration into the world economy criteria, criteria for industrialization, socio-economic criteria, geo-political criteria were given in detailed.In the literature, a wide variety of articles, examining the economic backwardness criteria, are exist.Generally, these articles explain backwardness approaches from the perspective of overall assessment.
