Özet: During the preparation of fundamental rights and freedoms, the prioritized knowledge that people are free and the state is unauthorized, is the fact that begins to lose its effect. Thus, our study investigates some difficulties in the exercise of fundamental rights and freedoms. It has been tried to find rational and scientific solutions about the problems experienced during the activities of non-governmental organizations especially take an important part in democratic life. Problems and possible solution sourches have been searched in consideration of one of the fundamental rights and freedoms that named freedom to form association as sample
