Özet: Establishment of Economic and Monetary Union is the priority of European Unionin tegration process. However, latest developments in social policies indicate that the European Union attaches more importance to social issues. Inspite of the complications caused by globalization, enlargement process and the diversities between in welfare implementations, European countries maintain the effectiveness on social area.
