Özet: The Covid-19 epidemic, which has an impact in all regions of the world, threatens the general public health of countries and causes major deaths, has caused and continues to cause serious crises both in terms of Health and the economy. The epidemic caused a historic downturn in the world economy, while many problems such as loss of production, reduced business and household incomes, and unemployment also triggered its growth. Countries appear to have implemented a number of fiscal and financial policies aimed at minimizing the negative effects of the epidemic on economies or protecting economies. This study aims to examine the measures taken by countries to address the Covid-19 epidemic and to compare the financial incentive policies of Turkey and the European Union countries. In this context, the financial measures and incentive practices implemented by the EU and Turkey as part of the fight against Covid19 were discussed comparatively. The study is a compilation study based on secondary data sources with a qualitative approach. As a result of the study, EU countries and Turkey use incentive instruments such as credit and liquidity support, direct income support, tax breaks, tax incentives, incentives to support the health system and postponement of tax payments. It is possible to say that Turkey has successfully managed processes compared to EU countries, especially in terms of incentives and measures to support the health system.
