Özet: The social state is a state that aims to provide subsistence level to citizens and show interests in their basic necessities. Social protection expenditure is one of the instruments of the social state to accomplish these aims. The purpose of the study is to carry out the role of social protection expenditure, made under the social state, in the prevention of poverty. In addition, the comparison of Minimum Wages and Poverty Line has been made due to the intense of the poverty among employees in casual, agriculture and construction sectors. As a result, it has been found that social protection expenditure is insufficient to prevent poverty in Turkey. In this context, a large proportion of public spending is allocated to payments of pensions. The shares allocated to education and health is low. In addition, it is not wrong to say that the poverty line has been stayed behind Minimum Wage levels. Not wrong to say that the poverty line has stayed behind Minimum Wage levels
