Özet: Scientific conferences are organizations where academicians get together and contribute their related fields. In Turkey, there is not a systematic implementation intended for the regulation and organization of the scientific conferences. This study suggests a organizational development on TUBITAK to eliminate this aforementioned lack. The suggestion consist of a model that will be a platform which will include the timetables and informations of the scientific conferences which will be organized in Turkey. In the first part of the study, the conceptual framework of organizational development was presented. In the second part of the study, the roots of the organizational development and organizational development in govermental organizations were handled. In the last part of the study, the interview made with the experts of TUBITAK to investigate the applicability of the model has been presented. And, results of the questionnaire conducted on 73 instructors at selected six regional universities in Turkey with high academic success, to investigate the potential demand for the model has benn included. According to result of the study, the potential demand by the academicians to suggested model is quite remarkable
