Özet: Many studies have been made in order to determine the level of satisfaction of the municipal services after 2000 in Turkey. Investigations generally base on the field research obtained according to and it’s purpose and scope of the research findings can be revealed differences. Among the most important issues to the fore in recent years in public service delivery; citizen satisfaction, customer orientation, service diversity, more effective and efficient public service delivery, transparency, accountability, ensuring the participation of citizens in local decision-making processes or increasing. So, the areas of research in this concept is brought to the forefront. Institutions that provide services to the citizens of the municipality for being one of the closest public institutions, to ensure citizen satisfaction with the services offered are extremely important. Satisfaction among the factors that determine the quality and effectiveness to take place, is to produce high quality and efficient service delivery to the fore in municipal services. On the other hand, the establishment of mechanisms of citizen satisfaction can be closely monitored, can be expressed as one of the most important instrument of effective municipal administration. In this study, the environment and transportation services, aimed to determine the satisfaction level of citizens in Kocaeli and Sakarya. People have participated in 3920 citizens living in Sakarya and 3202 citizens living in Kocaeli
