Özet: In terms of democracy, since its establishment, the metropolitan municipalities in our country became the most dynamic, the fastest-growing and the most spreading administrative unit among the local governments in Turkey. With the law no 2972, injustice in representation is noticed clearly after the law no 6360 for district municipalities as a part of the metropolitan municipalities, in the practice of having representatives at the rate of their population. Besides the representation system in these councils is producing favorable results for district municipalities, it is leading some imbalance results among the bigger municipalities. Because of this reason, it is possible for representative members of district municipalities would be act together and after forming majority and get favorable decisions for themselves in metropolitan municipalities councils. The election system which is applied for metropolitan municipality Councils in Turkey had been examined within mixed election system. In this study, fair representation problem in metropolitan municipality Councils had been investigated theoritical and emprical aspects after the law no 6360.
