Özet: Open source software refers openness of the source code to everyone; hence users can change at will and distribute the code. Total cost of software including hardware costs, direct and indirect costs, staff costs etc. are low. They are flexible using in varied fields and varied aims. Open source software is of good quality, innovator, high performance and long-lasting than closed source software. They can be developed in line with the requirements and they provide information assurance. Due to all these advantages, public institutions and private organizations are oriented towards open source software. Superiorities of open source software to closed source software, principle of “openness and transparency” in public administration, its high sustainability and huge savings from software costs reveal the necessity of open source software. This paper aims to investigate usage and dissemination studies of open source software in public institutions and organizations, elaborate on PARDUS which is the most comprehensive open source software project developed by TUBITAK in Turkey.
