Özet: The objective of this study is to exhibit the current position of municipalities in Turkey, which have a significant place in the local provision of common needs, within the framework of concepts of social state, social policy and social municipalism, through a practical and comparative study. In this respect, the study will be made up of three chapters. In the first part, the concept of social municipalism will be accentuated in detail with reference to the sense of social state and social policies. Following this conceptual introduction and functions of social municipalism will be discussed. In the second part, the duties and authorities of municipalities in terms of social municipalism will be cited within the scope of legal arrangements in Turkey and certain successful examples that have been conducted in this field will be presented. In the third and final part, social municipalism applications being carried out in Keçiören Ankara Municipality will be introduced. To this end, a semi-structured interview will be conducted on employees and managers; the strategic plans of organizations, their performance programs and annual activity reports will be studied, and current positions of the abovementioned municipalities and their viewpoints towards the future will be worked out
