Özet: In areas where capitalist production and distribution relations predominate in the world, urbanization is observed to be happening pretty fast. Likewise in Turkey, geopolitically significant areas such as trade routes and transition ways began to urbanize swiftly. In this regard, the Marmara Region is the leading region that has urbanized fast and heavily. As a result of geographical, economic and political processes in the Marmara Region, Istanbul is observed to be the prominent city and still claims its place, reminding us of the one-dominant-city approach. Following a level of saturation in compliance with reflexes expected of a one-dominant-city, urbanization movements expanded through its whereabouts, resulting in the enlarging of metropolitan areas and intermingling of city borders. In order to compensate for the disadvantages brought about by the over-intermingling of cities in Turkey, Metropolitan City Law no. 3030 was passed in 1984 as to the administration of metropolitan areas. Thus, according to their respective public choices and governance approaches, different cities that affect each other especially with negative externalities in metropolitan-like areas, were taken to a superior governmental organizational setup, enabling manageability. In time, regional metropolitan areas also began intermingling with each other and the same problem of constituting negative externalities for each other appeared. This work is looking for an answer to the question whether a regional administration model is required or not in order to overcome the problems arising from the intermingling of metropolitan areas through North Marmara. The scope of this work includes the metropolitan areas in the Marmara Region and especially North Marmara pertaining to area administrations. This work has been composed based on the methods of archive research and content analysis in order to determine whether a regional administration model is required as a superior organization for metropolitan areas in the North Marmara Region. In conclusion, research has shown that the establishment of a regional administration for the metropolitan areas in such cities in the North Marmara Region as Tekirdag, Istanbul, Izmit and Sakarya could actually benefit political, administrative, economic and social life.
