Özet: The purpose of this study is to examine the relationships between the perceptions of local managers and the service delivery performance of the municipalities on the "Extended Metropolitan Model" which was created under the law number 6360. The universe of research is formed by managers who work in public institutions and organizations and reeves in Kocaeli and Sakarya provinces. Quantitative research method was used in the research, data were collected by face-to-face survey technique, and a total of 561 questionnaires were evaluated in the SPSS program for data analysis. According to the results of the survey, the perception that the legal regulation is made for positive purposes and strengthens the efficiency, productivity and quality makes a significant contribution to the evaluation of the service delivery performance of the metropolitan municipalities positively. On the other hand, the increase in perception that the legal regulation is made for negative purposes or brings about various problems causes the evaluation of the service delivery performance of the municipalities negatively.
