Özet: In this book, historical processes and reforms of public expenditures, which are one of the important instruments of fiscal policy, are discussed. Between 1870 and 1990s, public expenditures and components are analyzed with the help of economic and social indicators. In this context, mainly industrialized and new industrialized countries are examined. With the experience of countries in recent years, fiscal rules, institutionalization, structural reforms and new approaches to public expenditure are being discussed.
