Özet: Since democracy purely defines an ideal, democracy practices have inclined to develop so as to close to ideal one, as of they first appeared. This development has brought along different democracy definitioıns as well. These democracy-related definitions aim to eliminate malfunctions arising in practice. The process of transition from all these democracy oriented processes and authoritarian managements to democratic management is referred to democratization. Democratization process in communities transited to democracy, is aimed to close to the ideal one. Therefore, the democratization efforts after transmitted into the democratical management system, rather than into the democratic transition process, was discussed in this study. The basic assumptions of the study are that the democratization efforts in Turkey comprise to improve the basic values of democracy, as being significantly affected by external factors. The evaluation of the contents of constitutional changes made under the heading of “democratization package” was made with respect to the basic values of democracy, and accordingly the inclination of democratization efforts, in respect to the basic values of democracy, was aimed to be put forward. The democracy oriented deficiences were aimed to be put forward with this result, obtained in line with this objective.
