Özet: One of the common aims of the regional development policies is to ensure the fair distribution of all kinds of resources that will trigger the development process among regions. In our country, development agencies established in 26 NUTS 2 regions in order to evaluate the regional potentials in the 10th Five-Year Development Plan together with the harmonization efforts with the EU acquis, aimed to give importance to benefiting from domestic and foreign capital investments. Investment incentives are often used by both developed and developing countries to achieve regional development. Development Agencies give priority to investment areas for investment incentives in regional development, cost-effectiveness, accountability, transparency, predictability, flexibility, non-capacity building, employment, high added value and export growth. In the study, the effectiveness of 26 development agencies established in the country in terms of investment incentives in 2013- 2014 was evaluated by using TOPSIS from Multi Criteria Decision Analysis taking into account General Activity Reports published by Ministry of Development.
