Özet: Since the early 1990s, the concept of development, along with the Post-Washington Accord, abandoned the market-priority approach and focused on the role of institutions for the smooth functioning of the market. One consequence of this process is the term of social capital, which is introduced to development studies. One of the institutions that emphasized the term of social capital and carried out studies on it was the World Bank. In this study, the term of social capital will be discussed at the World Bank and contrary to the necessity and importance of the term in the literature, a critical discussion will be conducted on the reports prepared by the World Bank's Social Capital Initiative Working Group and published between 1998-2001. In the reports prepared by the Social Capital Initiative, social capital is considered assertively the missing link of development. However, in the study, it is concluded that neoliberal policies, which carry out activities as implementers of the Bank, handled social capital without falling into the basis of the problems produced by the capitalist system and therefore the claim of the missing link of development is not realistic.
