Özet: The minimum wage is the lowest wage level to ensure that the worker and his family live a life worthy of human dignity. The worsening working conditions in the period following the Industrial Revolution necessitated state intervention in the labor market and necessitated the establishment of a lower limit on wages. The first legal regulations on the minimum wage implemented by the end of the 1800s in Europe, although based on a legal infrastructure in Turkey in 1936, has found 1951 to be put into practice. In this study, the implementation of the minimum wage in Turkey and European Union countries will be discussed from social, economic and political aspects in the historical process. In the context of the specific conditions of countries and labor-capital relations, the welfare level of the minimum wage earners, which constitute the lowest income group of society and the role of the state in the labor market will be examined and policy recommendations will be made in relation to Turkey.
