Özet: In a world where constant change and development is witnessed, the social institutions of the countries try to apply their own methods and techniques in order to adapt to this development and change, to protect their existing situation and to continue their vital activities. Strategic planning, which helps them to analyse opportunities and threats and determine future strategies towards their goals, can be said to be the most effective method that institutions should apply. In this research, it is aimed to examine the strategic plans of the Ministry of National Education covering the years 2015-2019 and 2019-2023 in comparative way. Within the framework of this main purpose, the importance of strategic planning, the changes in the SWOT analyses in the strategic plans of the Ministry of National Education, the current situation of the ministry and its expectations for the future are discussed. Among the strategic plans that the Ministry of National Education has made so far, the strategic plans covering the years 2015-2019and 2019-2023, the themes that also concern the education management have been determined and comparatively examined under these headings. According to the results obtained in this study It has been concluded that in the 2019-2023 strategic plan, compared to the 2015-2019 strategic plan, the focus is more on quality, not quantity, in the field of education.
