Özet: The history of tobacco in Shkoder dates back to the 17th century. Being one of its production centres in Ottoman Albania, the city became a region where tobacco was grown and traded to the domestic and foreign markets. The arrival of the Tobacco Régie Company, which was established with European capital, to the region in 1884 encountered considerable local resistance in Shkoder. Large and small tobacco producers and traders fiercely opposed the practices of the Régie and made various endeavours to thwart the monopoly method from being applied to the region. As a historical phenomenon, tobacco smuggling also increased rapidly after the Company’s activities. Analysing the relations between the Régie and the local producers in Shkoder between 1885-1910, the study tries to portray this certain historical process in Ottoman Albania.
