Özet: In developed countries, individuals with lower and middle income have started to provide health services from less developed countries due to reasons such as increased health costs, long waiting period and reduced insurance coverage. This changing aspect of international health tourism has begun to be discussed recently in the transfer of health resources of developing countries to relatively rich foreign patients. On the other hand, according to international treaties and domestic legal regulations that consider health as a human right, the prevention of foreign patients from benefiting from more economic and better quality cross-border health services than their countries is interpreted as a violation of their access to health. In this study, we aimed to examine the conflict in the distribution of health resources in health tourism in developing countries with the principles of right to health and equity. Document analysis method which is one of the qualitative research methods is used in the research. International declarations, conventions and legal regulations have been examined.
