Özet: Though no matter how high technology is obtained, it is the human factor that constitutes the fundamentals of accomplishment in the field of defence and security. The swift changes and developments in this field enhance the necessity for the personnel with high competence of leadership and menagement and who are more dressed up. In the background of the human factor’s quality and success, there lies the acquisition of a rationalist performance evaluating system. This paper has been produced to propose a method to cease the faults which are arised from the performance evaluating system and evaluater’s tendency to evaluate with high markes in the large organisations which have a great deal of personnel. Mostly, in the performance evaluatings which are realised with high markes, to make a discrimination of higher and lower performed personnel is being hard and the needed discrimination among the personnel can not be obtained. In the paper, the Analytic Hierarcy Process (AHP)’s usage in the performans evaluating system has been pointed out to minimize these negativities and to make the performance evaluating system depend on scientific methods.
