Özet: The purpose of building control mechanisms in municipalities, the plans will be held in the adjacent area boundaries, and this will be built in the planned line with all public and private nature of the plan, science, health and in a planned manner the preparation of plans for the construction of the city to ensure the formation of appropriate environmental conditions, the structure of the existing zoning plan in accordance with the construction and historic preservation of tissue, according to the plans of the buildings built in the city and will provide the necessary legal requirements it is to perform monitoring and control work to be quality and reliability. Our study detailing the structure and control business operations in the municipalities, the municipalities in the province of Istanbul legislation, implementation and operation are analyzed; their inner workings in the affairs of the municipal building control, environmental factors, the construction supervision agencies, contractors, regulatory, judicial and experiencing difficulties due to problems arising from ignorance, it was understood that the glitch occurred. The solution to these problems and to facilitate their work and functioning of the municipality, it will help both to attain a more livable environment of living.
