Özet: Freedom of movement is regulated in the second article of 4 No Protocol to the European Convention on Human Rights and the 23rd provision of our Constitution. The restriction of freedom of movement, which is a basic human right, has some legal risks after the Constitutional amendment made by Law No. 4709. On the other hand, Turkey, signed the Protocol No. 4 but has not yet become a party of the Protocol. All these developments have become more important in these days when we are facing the threat of epidemics. In this paper, the curfew and quarantine practice as freedom of movement restriction forms were tried to be explained by the case law of the European Court of Human Rights.
