Özet: It is enabled to archive the documents electronically with the Electronic Document Management System, an extension of e-government applications, and thus it is aimed to make public enterprises more tractable and controllable. EDMS software outsourced by public institutions are required to comply with the standard numbered TSE 13298. The field research show that it is difficult for public enterprises to choose the most appropriate software. Application of this study has been done to the selection EDMS software in a district municipality. In the study, criteria weights are determined by SWARA and the evaluation of alternative EDMS software is made by EDAS which is a multi-criteria decision-making method. EDMS software with the best value in the ranking was proposed to the municipality.
