Özet: According to Turkish rules, a person who will engaged in fishery by boat is required to obtain certicate of qualification for handling to boat and fishery licence for engaged in fishing activities. Although there is at least 240 hours of training for the qualification certificate, there is no training requirement for fishery licence. In this study, a certificate training plan was made under the name of Fishery and Fishing Certificate, taking into account the training needs of fishermen, for those working in the fisheries sector. It is aimed to prevent the unconscious hunting by prepared certificate programme. It is also inevitable that the cooperation of fishermen and academicians will increase when educators are thought to be academicians. With the increase of cooperation and confidence, it is possible to make the exchange of information needed for scientific studies between fishermen and academicians more effective and reliable. With this planning was determined the characteristics of the certificate to be taken, the curriculum and duration of the training, and the criteria for the trainer. In determining these characteristics, the course subjects of the faculties, the legal regulations of the relevant ministries and the educational programs of the other institutions were examined. In addition, the most appropriate model has been determined by discussing the issues such as competent authority on certification, process steps, details of training. *This research is a part of Burhan Taşlı’s MSc Thesis
