Özet: Parliamentarism, presidential and semi-presidential systems are all the democratic systems. The powers in U.K., the British representative regime is the cradle of parliamentary government, there are equality and balance as theorically but the executive body is above all them in practice. The Council of Ministers in Parliamentarism has been criticized in practice that taking its monopoly not only the executive but also legislative authority U.S. presidential system, contributes to the stability of the government and politics. Consisted of a cumbersome bureaucracy from the center of everything in Turkey been solved, rather than centralized, decentralized management should be based on.
