Özet: Historically, not only for Turkey but also in general, the focus of administrational reforms has been the thought of hiring and promoting staff in office based on the qualifications required for the assignment and the competition examination method by removing political and other forms of favoritism both. Almost everywhere in the world and always meritocracy has been desired. It is always "merit" that comes to mind first while considering the principles needed for a better system.Theoritically it is believed that merit system gives no place to exclusivity and arbitrariness and it is regarded as a result of principles of the state of law and regulation of political and social rights. But practically it is not avoided applications contradictory to the merit principle and the fundamentals of this basic principle can not be reflected in implementation.The reason for the emergence of this paper is answering; what extent did Turkish public personnel regime own meritocracy, how to remove them if there are obstacles on application of meritocracy? The purpose of the paper is enlighten the subject of application of merit principle in a real sense for Turkish public personnel regime. Merit system will be examined in Turkish personnel regime and enterprise solutions will be tried to be introduced
