Özet: Turks, who founded states and Sultanates over today’s Iraqi lands,lost their role as rulers after the collapse of the Ottoman state and nearlybecame 3rd class citizens within the Iraqi state. Thus, Turcomans weresubjected to atrocities even in the 1920s. All the subsequent regimes havecontinuosly overrode Turcoman rights, and they were suppressed because oftheir Turkish identity. Even after 2003 occupation of Iraq by the United States,in any of the documents written for the establishment of post-war Iraqidemocratic structure, none of the priorities given to Kurds and Arab weregiven to Turcomans, while the former two were declared as the foundingelements. Turcomans were treated as minorities and they were denied theirrights in Iraq. This article will try to present a historical background onatrocities against the Turcomans of Iraq. US occupation of Iraq 2003 isclassified as a historical turning point, when Turcomans became the primetarget of a detailed harsh treatment in the city of Kirkuk. Additionallly, post2003 Iraqi constitutional texts are also analysed from a Turcoman view ofpoint
