Özet: There have occurred physical transformations and social changes in urban and rural areas in course of time. However, this measure ofthe ch ange i n t he g eneral c haracter o f t he a rea c hanged w hen t he u rban i dentity p roblems a rise. At this p oint, p lanning, decisions andpractices of protection has been crucial. Because, it has been provided for these areas to both protect characteristics from the past and adaptto contemporary needs. In this context, the role and influence of characteristics, belong to each city or each rural areas, have been discussedin planning decisions and relationship in protection-identity (sustainability, subsidiary, naturalness) concept.
