Özet: The aim of this study is to compare the laws on metropolitan municipalities (numbered 3030, 5216 and 6360) that have come into force from 1984 to 2012 and to bring out the spatial, socio-economic and administrative effects of new legislation (comes with act numbered 6360) on rural settlements in metropolitan cities. In the study, the characteristics of the new administration system due to new legislations are displayed, the changes in the municipal management areas due to population and areal changes are analyzed and rural-urban relations in the new situation considering the characteristics of the rural area are discussed. In this context, the new legislation which  is prepared for the solution of the problems in planning and services issues, but probably be the cause of the new problems in the provision of services and coordination is critically considered and policy suggestions for the solution of the problems in the process are developed. According to this, it is clear that, the development of a new management plan taking into consideration of the strong urban-rural relationships and of functional differentiation of urbanized, semi-urbanized and totally rural areas is necessary for the new integrated municipalities.
