Özet: Migration, which is in a parallel cycle with the history of humanity, is the most general definition of human mobility. It includes the change of socio-economic and cultural system beyond the narrow perception like the physical change of place.  Forced migration, which depends on the principle of continuity of life in migration mobility that includes a number of variables and phenomena, emphasizes the person unable or unwilling to avail himself from the protection provided by his own country as a broad main heading of immigration. Turkey is like a station because it is on the junction of the migration routes, and it is in the position of logistic country for the refugees. Refugees who are living in the camps/tent cities and out of the camps are forming permanent population; this situation has a direct relationship with the ideological, political and socio-cultural sovereignty field of the modern nation- state. The mentioned relationship is formed by public and government mechanisms. In this study, I am going to attempt to make the relationship of the refugees with the government clearer with the term subaltern that provides opportunity to consider the not represented and silent mass of people who are in the inferior position as a matter [(being) refugee].  Subaltern refugees' status of "supposing there aren't" (yok-sanma) including all "otherness" is discussed with a qualitative approach in the light of the reports, journals and letters. In the study apart from visit that is accepted as a folkloric rhetoric and value of Turkey, the phenomena citizenship, host, foreigner and hope ride are mentioned as the significant signs that describe the subaltern status of refugees.
