Özet: To be active alone in the international arena in increasingly globalized world will become almost impossible. Both in production and service sectors, the most important condition to breast the competition in world market is to manufacture in quality in accordance with constantly changing and developing world standards, and in cost to win the competition. For this reason, Value Management applications have become inevitable in Turkish construction sector. Although Value Management in construction began to develop after the 50's, it is a new concept for Turkey. Strategic decisions taken in the early stage of the project (planning and design phase) are difficult decisions to return back and comprise a large part of the Value Management study area. Value Management is a process which determines the functions and function values of a product or a service, using systematic techniques to provide the desired performance and the lowest cost for the development of basic functions. In this study, the client's requirements, the integration of Quality Function Deployment and Value Management Techniques were investigated.
