Özet: The employment policies implemented by The Turkish Employment Agency (ISKUR) whose main duty is to implement the public employment policies, play the major role with respect to the incentives for employment recently provided by Turkey having a high rate of young population. Such employment policies implemented by ISKUR have been established within the framework of “Active Labour Force Services Regulation”. With the Active Labour Force Services Program, ISKUR has put into effect different programs towards the labour force. Within the scope of this study the relationship between On the Job Training Program and precarity, in particular the problems faced by those who have benefited from the programs and the legal gaps arising under the program and how the program can transform into permanent employment model rather than being a temporary employment policy; it has been observed that a precarious employment model has arose by misuse of incentives provided by a government institution.
