Özet: Human resources; some kind of mobility with confusion. Human resources functions are services or production based on the basis or terminal. It is the primary source of humanitarianism that I have to condition to be able to offer this service or product that I can create and create. The purpose of this study is to evaluate the effectiveness of the Human Resources Functions In the study, the survey method was used in an easy way to accrue the sum. Obtained by Internet Survey and Face Survey Method for Obtained Data Unit. A questionnaire of 63 questions consisting of two parts was applied to 110 business managers formed by Human Resources Employees in line with the aim of the study. The first part of the questionnaire contains 11 questions of demographic questions, while the second part of the questionnaire contains 52 questions of yes / no to examine the effectiveness of Human Resources Functions. The data obtained in the study were analyzed by SPSS 21 packet program and the findings were disclosed. As a result of the work done, the functions of the human resources are evaluated more effectively than the production sector of the service sector. Sectors, on the other hand, show differences according to the endorsement and the Size of businesses.
