Özet: Plant breeding is a long and laborious process. Genetic and financial resources and personal motivation are needed for plant breeding. The international UPOV (International Union for the Protection of New Varieties of Plants) convention on plant breeders' rights (PBR) contributes to continue of personal motivation and allow to generate financial resources for their further breeding activity, by protecting the rights of breeders on the variety they have developed. Turkey is 65th member of UPOV, and has 15 years of experience on PBR implementation. At this study, history of Turkish PBR system, current situation and implementation, data of application and approving, has been demonstrated. The effect of PBR system to Turkish plant breeding sector was discussed. With 15 years of experience of Turkish PBR system, the problems and deficiencies of implementation were mentioned. In the light of these experiences, problems and deficiencies, opinions were presented for the improvement of the Turkish PBR system.
