Özet: The date of Customs Administration’s executive transform which is in parallel with Turkish Comminity Management is approximately 80’s. In today each administrative regulation has been under influence of diffirent dynamics by getting through diffirent processes while they were completing their own executive evolution. While the new public management concept which is globally dominant by coming around public management’s traditional concept was espoused by Customs Administration, diffirent interactions by other foundations have been distinctive at the transform process. Customs legislation’s being determined by international foundations and global integration between world customs have been made transform of customs administration more active than other public institutions are. Another factor that expides transform at customs is that the share that Turkey’s gotten from world commerce has been been increased last ten years so customs services became also necessary in the same proportion.
