Özet: Although the principle of free trade in the global economy is generally accepted, protectionism is still applied by various ways. Especially in times of crisis, the policies that have a protectionist effect on foreign trade are frequently applied by the governments in order to increase exports and to reduce imports. In this way, while countries protect domestic production to foreign competition on the one hand, on the other hand they are trying to increase the opportunity of domestic producers to benefit from economies of scale. Tariffs and quotas, the most effective ways of protectionism in foreign trade, have lost their influence significantly nowadays. Instead, protectionism -via invisible barriers including the health and safety standards, administrative regulations relating to environmental protection- has increased. In Turkey as the other countries, tariffs and quotas have lost their influence, but indirect taxes on imports still have an impact on foreign trade. Also, there is an effort to protect domestic producers through the application of anti-dumping and countervailing duties and the additional financial obligations having the same effect as customs duties. It is also seen in Turkey that protectionism is applied by various administrative regulations based on supervision, licensing and standards on health, safety, protection of the natural environment and consumers
