Özet: Rules related to consumer loans are updated for increasing consumer satisfaction and minimizing problems occurred between consumers and banks. While doing this, EU legislations, implementation problems and inadequacy of national legislation are considered and Consumer Protection Act is redesigned. New rules are, in addition to other goals, aimed to protect consumer rights and standardize the different implementation procedures of Banks. According to law, goods and services trade made by real and legal persons are considered as consumer transaction as long as they are not related to commercial and professional motivation. So we can claim that every person is a consumer. To be able to use their rights, consumers should know the procedures and rules enacted in the law. In this study, I specified and assessed the timing, procedures and methods of Consumer Protection Act in order to minimize possible problems between consumers and Banks and guide consumers about their rights
